Welcome Reception for Japan Training Squadron

Admiral Otsuka, Chief Officers, all crews of training squadron,
I am delighted to see all of you today on this beautiful morning in Tampa.
Firstly, I would like to acknowledge and thank Chairman of Hillsborough County, Honorable Al Higginbotham, Mayor of City of Tampa, Honorable Bob Buckhorn,

練習艦隊の皆さん、ようこそ、タンパにお出で下さいました。
マイアミ日本総領事の川原です。皆様のタンパ到着を、首を長くして、お待ち申しておりました。六年ぶりの練習艦隊のタンパ寄港を心から歓迎を致します。
今回の練習艦隊のタンパ寄港を決断された大塚司令官の御英断に対して、大いなる敬意と深甚なる感謝を申し上げます。
練習艦隊の皆様には、タンパ滞在中に大いに見聞を広めて頂き、地元の方々との交流・親善に励んで頂ければ、誠に有難いと思います。
さて、タンパと日本との関係を調べたところ、100年以上前に遡ります。1898年に米スペイン戦争が勃発したおり、秋山・日本海軍士官はこの地に泊まり、米艦艇に乗り込み、キューバ沖での海戦を、直近に見て、詳細な報告を東京に送付しました。その報告内容は、日・露戦争の折、活用されて大変に重要な役割を果たします。秋山参謀は、ロシア・バルチック艦隊との対馬沖海戦の作戦参謀を務めた方であります。
We heartily welcome the arrival of SDF training squadron here in Tampa Bay.
The Relation between Tampa and Japan started more than one hundred years ago. In 1898, the Japanese naval attaché in Washington, Mr. Masayuki Akiyama was dispatched here in Tampa to witness the Spanish-American war on board an American vessel. Japanese naval attaché learned a lot from this naval war.
The experience of Japanese navy officer, Mr. Akiyama, and his excellent report to Tokyo became a major turning point for the Japanese navy later at Japan-Russo war (1904-05).
This year’s visit by SDF training squadron to the United States is especially meaningful to Japan. The United States and its military forces have provided significant assistance and support for rescue and recovery of victims following the devastation by great earthquake and tsunami that struck the Tohoku region on March 11 this year.
Your visit symbolizes the strong and friendly relations shared by United States and Japan. Furthermore, the visit allows crew members the opportunity to personally engage in cross cultural exchange with Floridians at grassroots level. Such interaction will foster even stronger ties or ‘Kizuna’ between Japan and Florida.
今回の練習艦隊の米国寄港は、特別に意義深いものがあります。3月11日の震災と津波被害を受けた日本に対し、迅速かつ惜しみない支援をしてくれたのは、同盟国の米国民、米軍の方々であります。その米国への今回の練習艦隊の寄港はまさに日米の強固な友好関係を象徴するものと思います。当地で地元の方々との交流により、さらに日米間の「絆」を深めて頂ければ、大変に嬉しく思います。
Finally, I would like to express my deepest gratitude and appreciation to Chairman of Hillsborough County, Mayor of Tampa City and those people directly involved with the preparation and exchange program.
